The New Horizons Gala was organized on 29th May, 2004 with the goal of raising $3 million in community and support group to establish the Centre for Indo-Canadian Studies and Research at University College of the Fraser Valley. The 6-page document contains a message from the President, H. A. "Skip" Bassford highlighting the various goals that they aim to achieve through the Centre. Following pages contain details regarding the schedule of events of the Gala and the donation process.

The remainder of the tape is composed of various news coverage of Baltej Singh Dhillon and the ensuing court battle to allow RCMP officers to wear turbans in uniform.

Ken Johnston was born in 1950 in Vancouver, B.C. Johnston graduated from Killarney High School in 1968 and earned a Certified General Accountant designation from the University of British Columbia (UBC) in 1976. He worked as a public practice accountant before moving into private business in 1980. Before becoming a MLA, Johnston was serving the City of Richmond in his third term as a City councillor. He was the chief executive officer and partner of a lower mainland based Transportation Company. Prior to serving the City of Richmond as city councillor, Johnston served as a Richmond Savings Credit Union director and chair. He is also a past director of Coast Capital Savings. Johnston was first selected in the riding of Vancouver-Fraserview in the 2001 provincial election. He has served on a multitude of committees, including as a member of the Government Caucus Committee on Government Operations and on legislative standing committees, such as, Parliamentary Reform and Ethical Conduct.

Nina Grewal is a former Member of Parliament in the House of Commons for the Conservative Party of Canada from 2004-2015 for the Fleetwood—Port Kells riding in British Columbia. She is the first Canadian woman of Indian origin, along with Ruby Dhalla, to be elected into the House of Commons. She was a member of various committees, including International Trade, Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development, Foreign Affairs and International Development, Citizenship and Immigration, Status of Women, Canadian Heritage, and Subcommitee on Agenda and Procedure of the Standing Committee of the Status of Women. Her spouse Gurmant Grewal was also an elected official at the same time as her, making them the first married couple in the House of Commons.

Gurmant Grewal is a former Member of Parliament in the House of Commons for the Conservative Party of Canada from 1997-2006. He was initially elected into the Canadian House of Commons for the riding of Surrey Central, and then re-elected for the riding of Newton-North Delta. He was previously an Assistant Professor, an Associate Professor, a real estate agence, a manager, and an entrepeneur. His spouse Nina Grewal was also an elected official at the same time as him, making them the first married couple in the House of Commons.
